- Rikki (H.M.T.) Holtmaat (1952) is professor at the Europa Institute since October 2003. She graduated cum laude in Law at Utrecht University in 1983 and worked as a member of the academic staff of the Dutch Emancipation Council from 1982 -1985. Between 1985 and 2001 she lectured Women & Law at the University of Leiden. She has done a PhD-research (1992) into the gender bias of the system of social insurance and social assistance in the Netherlands. She participated in the European Forum 1994-1995 on Gender and the Use of Time as a visiting professor (European University Institute, Florence, Italy) and was a visiting professor at the University of Helsinki, Finland (1998). From 1998 until 2006 she mainly worked as a free lance consultant and researcher for governments and non-governmental institutions and organisations all over the world.
Subjects that she has been working on in the recent past are, among others:- the legal protection against sexual harassment in the Netherlands and in the EU
- the development of new EC equality Directives (on the basis of Article 13 ECT), prohibiting discrimination on the ground of race/ethnicity, religion, disablement, sexual orientation and age
- the construction of Dutch legislation prohibiting discrimination of disabled people
- the evaluation of the process of implementation of the Women’s Convention in the Netherlands
- the development of new anti-discrimination legislation in countries in Eastern Europe and Central Asia
- a gender impact assessment of changes in matrimonial property law in the Netherlands
- a study into the nature and effect of article 4(1) CEDAW on temporary special measures
- a study into the nature and effect of article 5a CEDAW
- an in-depth study about the prevalence of domestic violence and the level of implementation of international standards with respect to combating domestic violence in the Western Balkans
- the prevalence and functioning of equal treatment commissions and other equality bodies in 25 member states
- the evaluation of the functioning of the Dutch General Equal Treatment Act
Prof. Rikki Holtmaat is a member of the European Commission’s Network of Legal Experts in the Non-Discrimination Field. Currently she works half time at this Law Faculty.
